Frontier Justice
A Dogs In The Vineyard game set in the Mass Effect Universe
The galaxy is a wild and lawless place. The Citadel Council has decided that the time has come to bring law to the galaxy, and as such has recruited and dispatched a record number of SPECTRE operatives to enforce Citadel Peace in the systems. Tasked with bringing Law and Order by any means necessary, granted access to resources normally beyond the ability of individuals or groups, and empowered with the full force of the Citadel Council, these operators are Law Personified, and surround themselves with like-minded individuals of all races to execute the orders of the Council.
It's important to understand that the folk living in Citadel Space understand and recognize the Absolute Power inherent in the role of SPECTREs, but there are groups and areas that dispute the oversight of the Citadel Council. It remains the duty of SPECTREs to correct them in the error of their views.
The ressurection of SPECTRE Operative and hero Commander Shepard of the Alliance has spurred the reluctant Council to recognize that the Reaper threat is indeed real, and Steps Must Be Taken to insure that the Milky Way, and Citadel Space, is ready for the onslaught that looms beyond the galactic rim.
A hard rain is coming, and it brings justice, before the storm of Damnation, and the Last War.
The Cosmos
The timeline of the game will begin shortly after the events that take place in Mass Effect 2, but it's not necessary to have played the game (either of them) to understand what's going on; it is HIGHLY unlikely you'll be involved in any way with Shepard, other SPECTREs, or anything that's happening in the game.
The Current Year is 2186 CE.

SPECTRE Association
SPECTRE characters should take a trait relating to SPECTRE membership, with the die size indicating how important it is to the character.
Note that your character doesn't have to be a SPECTRE. If you choose to play a character who is not a SPECTRE, they should have a trait that associates them with the SPECTREs in the group, one way or another.
Belongings
For SPECTREs, their armor is traditionally unique in design, noticeable and identifiable for each. All characters, of course, are allowed to have armor and weapons, but non-SPECTRE characters will usually have armor and weapon themes that reflect the SPECTRE or SPECTREs in the group.
Characters can have as many possessions as they feel they need.
